Drop the LegacyHandoffAdapter, seeded outputs, and destination-only binding in favour of one release of HANDOFF_RETIRED stubs carrying the replacement command; add --skip <step> and the self-initiated run response rule; add the prowl.handoff-checkpoint built-in.
