Rewrite docs/components/handoff.md around the pure transition and the inline briefing, update the cli.md handoff reference (v2 payload, source resolution, briefing rules), refresh the palette/active-agents mentions, teach the prowl-cli skill the self-handoff heredoc posture, and record the implementation in docs-ai 047.004.
