Ask Agent prompt: follow system language, not app-capped Locale.current master

Prowl is English-only, so Locale.current is capped to English even when the OS is set to another language — the prompt always rendered in English. Resolve the locale from Locale.preferredLanguages (the uncapped system preference) instead, and harden Chinese script detection so zh-Hans-JP (Simplified user in Japan) maps to Simplified regardless of region.
