Address review follow-ups for branch deletion settings split master

- Add a test locking that dismissing the delete prompt does not update the remembered manual branch choice. - Add a test locking that encoding drops the legacy deleteBranchOnDeleteWorktree key. - Restore red emphasis on the "Uncommitted changes will be lost." warning in the merged-PR delete action description. - Update docs-ai 019 plan/action ledger and backfill PR #592 in the 003 amendment.
