docs(ai): map 063/064 delivery slices onto three releases master

R1 = CLI orchestration primitives + completion signals (063 C0/A1/A2, 064 S1/S2/S3 wave 1), R2 = Agent Workflows (063 B1-D2, watchdog consumes exact signals), R3 = handoff migration + signal completion (063 D3, 064 S3 wave 2 / S4).
