Review round 1 found two gaps against the 064.012 decisions: - `agents read` checked for a resolved transcript session before the live status, so a working or blocked agent without an exact/high session reported `unavailable` (and `--result-only` failed with `SESSION_UNRESOLVED`) instead of the promised `pending`. The status gate now runs first; idle/done without a session still reports `unavailable`. - The output schema listed `signal.binding` but neither required it nor tied it to `warnings`, so a receipt without a binding, an unbound receipt without its `signal_unbound` warning, or a current receipt carrying one all validated. `binding` is now required and `if/then/else` pairs `unbound` with exactly one warning; managed native-hook receipts report `binding: current`.
