Extend the tab bar tint across the bottom gap master

The 4pt VStack spacing between the terminal tab bar and the surface was a transparent seam, so a translucent strip showed through when background-opacity < 1. Move the gap inside the tab bar as bottom padding under the tint band, so the chrome tint reads as one continuous surface down to the terminal.
