Show unread count on Dock badge instead of empty label master

An empty badgeLabel renders no badge on macOS, so the dot never showed. Switch DockClient.setNotificationBadge to take a count and display the number of worktrees with unseen notifications (clearing at zero). Also update CommandPaletteFeatureTests for the new debug command case so the test target compiles.
