test: enhance test coverage and improve error handling master

- Updated OPFS tests to skip when unsupported and assert specific error codes. - Modified Playwright configuration to use concrete fixtures for server readiness. - Added verification for host semantics in Bun and Deno adapters. - Enhanced Deno KV tests with optimistic transaction handling and versionstamp checks. - Introduced a new host verification utility for filesystem tests. - Implemented request policy tests to validate retry mechanisms and error handling. - Adjusted TypeScript configuration for improved module resolution and target settings.
