fix: Update test files and PE for frame-based model master
- test_sm_graph_nodes.py: Update IRNode construction to use act_slot instead of ctx - test_exec_bootstrap.py: Simplify tests to use new token types (PELocalWriteToken, etc) - emu/pe.py: Fix frame slot access to safely handle sparse initial_frames dict
