fix(buildkite): require full descriptions on issue-agent patches master

Prompt agents to open patches with repeated -o patch.message for title plus a structured body (issue id/title/body/link), and fall back to rad patch edit when the opened patch still lacks that description. Co-authored-by: Cursor <cursoragent@cursor.com>
