SWARM-90: Add server console in Settings to send raw IRC commands (#118) master

- New `SettingsAction::SendRaw(String)` variant routes raw commands from the settings tab to `NetCmd::Raw` in the app loop - Added `console_input: String` field to `AppState` for the text field - Settings tab gains a "SERVER CONSOLE" card (visible only while live) with a single-line text field and Send button; Enter or clicking Send fires the command and clears the input Co-authored-by: Blocks Task Runner <task@blocks.team> Co-authored-by: Claude Sonnet 4.6 <noreply@anthropic.com>
