Spindle: drop max-jobs=0, let a cache miss fall back to compiling master

The cache-only setup adopted from tangled/main assumed hosted Spindle can't compile at all, based on debugging that never tried a real full build (only nixery/microvm engine probes). Remove that assumption and let nix build actually compile in-pipeline on a cache miss, so a push here tests it directly instead of relying on stale prior debugging.
