INI is used by systems and ecosystems like Windows (win.ini, system.ini), Python (setup.cfg, tox.ini), and Git (.gitconfig), among others. The decoder parses INI files into CUE structs, supporting sections, nested dot-separated sections, comments, and inline comments with quote-aware stripping. This is an initial implementation that covers a common INI subset. It can be extended later with additional Config options to support variant behaviors such as the ":" key-value separator or escape sequences, as different users encounter different INI dialects.
