cmd/cue: surface [inputs] and [flags] in command help master
Make positional arguments visible in the usage line of commands that accept them, so users skimming "cue help <command>" can discover "cue help inputs" without reading the full long description. We place [flags] before [inputs] to discourage placing flags after input arguments, which is supported by cobra, but does not follow the way all of our examples across the docs are written: cue eval [flags] [inputs] rather than the previous: cue eval [flags] Note that Cobra adds [flags] to the usage line if it's not already present as a substring, why we don't end up with duplicate [flags].
