The current openapi testsuite does not use the eval testing matrix, and uses separate foo.cue and foo.json files, which does not match the normal patterns for this repository. Convert testsuite to txtar-style, in all but two cases (to be addressed in following CLs). Use eval testing matrix, and skip tests where the v3 variants currently cause failures.
