Manage container startup with launchd master

* Stop using Homebrew services for container because its service command exits after starting the runtime, which makes repeated brew bundle activation hit launchctl bootstrap errors. * Add a Home Manager launchd agent for the container startup command and remove stale Homebrew launch agents before Home Manager loads agents.
