Simplify devenv.nix master

- Factor the two near-identical test tasks into one minitest helper that takes the reject! predicate, using the implicit it block parameter. - Build the seeded golden schema with pkgs.concatText instead of a runCommand + cat. - Drop the unused lib argument and the redundant $bindir/ prefixes in pg-regress (those tools are already on PATH).
