Add read scopes after position master

- Add Scope#after so reads can be constrained to events after a given position, matching append's after semantics without replacing append(after:) yet - Encode after in query criteria and teach read_events to apply the position cutoff per criteria item - Cover the new read filter at the scope, repository, query, and integration levels
