cli/tests: bind the test command's jobs field; cover --jobs parsing master

The --jobs runner commit added a fourth field to Command.test and left this file's five matches at three positional binders -- the AGENTS.md hazard: it compiles clean, fails the match at runtime, and the test reports false. The private CI run (38147433273) caught it as five red test_from_args_* tests, 33/38 in this file; reproduced identically with the compiled runner locally. The fix widens the five matches to four binders (asserting jobs == 4 where the test's subject is not jobs itself), and adds the two tests the flag never had: --jobs 2 parses and is peeled from the paths, and -j 0 clamps to 1. 40/40 under both the compiled runner and the Rust host.
