jetstream_consumer_test's three near-identical frame-string builders collapse into one frame_json builder plus thin per-collection wrappers, and the per-collection decode tests fold into a single collection x operation case table. catalog_strategy_test and catalog_stats_test fold their per-case test functions (one strategy, one completeness fixture) into case tables under one behavior test each. catalog_index_test gets an adoption() builder to stop respelling the same four fields per test. Behavior coverage is unchanged; some tables gained the delete-operation and content-completeness cases their originals were missing.
