Hard swap per decision 6: list_proposals reads own current releases and pending edits straight off catalog_index instead of fanning out to Constellation backlinks and Slingshot per-proposal fetches. Adds write-through for newly minted releases at promotion.mint and handlers/amend.mint_amended so the apply-then-view loop reads its own write. Folds in the E3 survivor sweep: every remaining live outbound read on the request path gets a one-line comment naming why it stays.
