systemd/postmarketos-base-systemd: only mount /tmp as tmpfs when RAM >2 GB master

On OpenRC we only mount /tmp as tmpfs when the RAM available is greater than 2 GB. Do this on systemd too to match OpenRC's behavior for devices with a small amount of RAM.
