web/components: give issue cards a border instead of a shadow master

the shadow in the issue list sits on each card rather than the list container. swap it for border-border-default, matching the readme and the other panels, and leave the gapped stack alone so the list still reads like the appview's. Signed-off-by: eti <eti@eti.tf>
