Register config and context commands in CLI master

Add the new config and context commands to the main CLI program: - tangled config: Manage CLI configuration - tangled context: Debug repository context resolution These commands are now accessible through the CLI. Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>
