docs(verification): soften location wording, note retraction and cross-border master

- "know who is who ... or at minimum can reasonably tell someone lives there" (verifying residence, not personal acquaintance). - Note that verification is not one-way or permanent: it can be retracted if someone moves or was misassigned. - People who live or commute across a border can be verified for more than one country.
