fix(runner): bundle dependencies for containerized deployment master

- Add bundled build that includes @at-run/runtime - Update Dockerfile to use multi-stage build - Use bundled dist/index.js instead of source - Keep better-sqlite3 external (native module) Fixes "Cannot find module '@at-run/runtime'" in container deployments where workspace links don't exist.
