Add the default semantic colour mapping (semantic-map.ts) (#245) master

Implement mapSemanticColors({ families, surfaces, scrim, focus, mode }) resolving every colour contract leaf onto the private families and surfaces per the locked mapping table; scrim passes through verbatim. Pure and isolated -- not wired into buildTheme yet. Part of #231 (#237).
