Style: #:hover-border-color and #:min-h-0 master

Hover border completes the hover trio (bg, color, border) for hand-rolled click targets like picker thumbnails; pair it with a resting transparent border so the highlight cannot shift layout. min-h-0 is the flexbox escape hatch that lets a scroll region shrink below its content height instead of pushing its siblings out of a fixed-size panel.
