feat(harness): freeze the weights file, and log the piloting base master

The suite was already fingerprinted and the weights file was not, so an arm whose scoring changed under it would report numbers as though nothing had happened. sds bench hashes every weights file the bot command names, at the start and again at the end, and says loudly if one moved. psrBase goes onto every decision in the log. Without it the only place a unit's piloting base appeared in a run's output was MegaMek's line for a kick that missed - about forty samples an arm, and conditioned on the outcome of the very roll under test. Re-registers prediction 3 against the new metric, before the arms. The floor arm measured the old metric's noise at 23 points against a 13-point threshold, and retired prediction 1's pass: the control arm, with no feature, cleared the registered line better than the treatment did.
