Records the per-location model in the features, ev, protocol and training epics, the measured cost in docs/PERFORMANCE.md, and sign priors for p_breach, value_destroyed and p_mission_kill. Also records two harness hazards found on the way: --bot silently defaults to the random bot, and selecting work by pattern rather than identity takes other people's.
