fix(tactics): put bombard in the set a force is scored over master

`Bombard` had an `Assignment` variant and declared `TransitionEligible`, but was absent from `situation::orderable`. That made it unholdable rather than merely unproposable: `harmonise::decide` reads a held tactic's value out of the proposals and takes nought when it is not among them, so a force opening on it was displaced in round one and could never be proposed back. The stale `IMPLEMENTED_NAMES` list is replaced by the invariant that would have caught it.
