release: don't publish the loose extensionless raw binary master

sheaf-linux-amd64 (no extension) 308-redirects into a 404 on Tangled Pages, same L13 bug as SHA256SUMS. The .pkg.tar.zst and AppImage steps link build/bin/sheaf directly, so the loose dist/ copy only existed to be a dead link. Ship the binary inside the .tar.gz/.zip instead and drop it from the publish cp. Correct RELEASE.md to amd64-only + no raw binary.
