Add storied play and the worlds root master

storied play <name> opens the world at <root>/<name>, where the root resolves flag over STORIED_WORLDS over the config's new worlds_root key over the XDG data home default. A missing world asks at the prompt before anything is created, and a no ends the command having touched nothing. A named world's directory is the world layer itself, with no world/ subdirectory, and the player's own knowledge mounts above it from a fixed <data home>/storied/player directory plus a worlds/<name> overlay for this world alone. The player directory does not follow STORIED_WORLDS, because moving where worlds live should not move who you are. The sandbox keeps its temp-dir scaffold unchanged. Step 0 of plan 0014.
