feat: add Task issue template for non-code work (#181) master

Adds a "Task" issue type with category dropdown (Website, Content & Copy, Email & Comms, Legal & Grants, Design, Infrastructure, Other) for tracking operational and business tasks that don't fit bug/feature/question types. Also updates .gitignore to allow .github/ISSUE_TEMPLATE/.
