ci: make lockfile sync non-blocking (#121) master

The DEPLOY_PAT token lacks permission for barazo-workspace, causing the lockfile sync repository-dispatch to fail and block the entire deploy workflow. Add continue-on-error so the actual deploy dispatch still succeeds even when the sync step fails. Fixes barazo-forum/barazo-workspace#146
