feat(cache): Improve data marshalling and cache init master

* Use typeson for stringified data marshalling * Use clone for in-memory serializing to preserve dayjs * Refactor cache backend init into indepedent, testable functions * Add `false` as cache provider type to allow disabling secondary cache
