feat: steps-model automation form (U11) master

Collapses the four parallel section states into one recursive steps tree: per-container add controls with empty-state hints and cap-aware disabling, typed operator selects driven by the field's schema type (with the degraded all-operators hint when unresolvable), any/all matching, explicit then/else branch controls with confirm-and-reference guards, loop editors with scoped path suggestions, per-step available placeholders computed from the shared scopeAt (maybe-unset marked), same-parent drag with indent/outdent as the only depth mechanism (ids preserved; type swaps mint new ids), and client-side reference integrity with step-named errors before submit. Seeding routes move to steps with stepsForDuplicate blanking. The EditorBlock contract and the two-registry parity test stay untouched. Implemented by a subagent against the plan's U11/KTD-14 spec; the island test suite is rewritten for the steps payload (13 tests).
