docs(solutions): favicon negative-cache prod/local divergence master

Capture the diagnosis: for a domain not in STATIC_FAVICONS, "logo renders in prod but not local" is cache state, not code. A transient fetch failure is pinned as an empty marker for 24h and data-hide-on-error fails silently. Durable fix is to bundle the domain into STATIC_FAVICONS.
