docs: fix stale TODO comments describing already-resolved states master

Three TODOs no longer described reality: actor_status_typed.h and temp_typed.h/.c called wrappers "honest stubs" that had already been given real implementations (getProfile/putRecord for actor status per roadmap item 39; the account param was already threaded through revokeAccountCredentials), and plc.c's did:web rejection was flagged as a TODO when it's deliberate, permanent behavior -- did:web has no PLC operation to build, not an unimplemented one.
