version: correct to 0.7.0 (minor, not patch) master

b23c4ee implemented wf_agent_get_actor_status/get_status/put_status for real -- previously-permanent stubs now doing genuine work -- which is new backward-compatible functionality, not a patch-level change. 0.6.13 understated it; semver calls for a minor bump here. Staying 0.x.x per project convention (pre-1.0, no stability guarantee yet).
