feat(tools): replace Python utilities with C++ equivalents master

Replace the remaining Python development tools with C++ equivalents: - tools/wf_lexgen.py → tools/wf_lexgen.cpp - tools/wf_gen_unspecced_wrappers.py → tools/wf_gen_unspecced_wrappers.cpp - test/test_lexgen.py → test/test_lexgen.cpp - cpp/wolfram-cpp/tools/gen_owners.py → cpp/wolfram-cpp/tools/gen_owners.cpp - dotnet/Wolfram.Interop/tools/gen_safehandles.py → dotnet/Wolfram.Interop/tools/gen_safehandles.cpp Update CMakeLists.txt, cpp/CMakeLists.txt, generated headers, and the C# project file to build the C++ tools instead of invoking Python. Remove the Python3 find_package and the test_crypto_cpp test gated on WOLFRAM_BUILD_CPP (its source file no longer exists).
