feat(json): migrate JSON validation to C++17 master

Replace src/json/json.c with a C++17 implementation under cpp/wolfram/json.cpp. Uses std::unique_ptr for cJSON lifetime, std::string for path building and error messages, and an anonymous namespace to keep helpers private. The generated_owners.hpp update is included because the build regenerates it automatically.
