feat(tourmaline): fetch scrobbles via CAR export instead of listRecords master

Replace the listRecords pagination loop (up to 25 AppView-ratelimited requests per 2,500 records) with a single com.atproto.sync.getRepo CAR download parsed locally via @ewanc26/croft-click-core's MST walker. The scrobbles endpoint is now one-shot; drop cursor handling and the now-unused rate-limit.ts. Bump tourmaline to 0.7.0 and align the MusicBrainz User-Agent string.
