chore: fix build and publish blockers for 0.2.0 release master

Add missing root tsconfig.json (skipLibCheck suppresses upstream @atproto type errors in vendored .d.ts files). Export ListItem interface from UnorderedListBlock to resolve svelte-package private name leak. Bump @ewanc26/atproto and @ewanc26/svelte-standard-site to 0.2.0.
