build: group the just recipes, and name the deploy check for what it does master

`oauth` sat between `deny` and `lexicons` as though it were another check on a checkout, when it needs a live deployment and can't run in CI. Groups put it under `[deploy]`, and `verify-oauth` says which direction it works in. Signed-off-by: eth0net <eth0net@pm.me>
