First run still does the full interview. When .env already exists, bin/setup now offers a section menu (env/persona/model/overlays/skills/systemd/auth) so a small tweak doesn't walk the whole flow; also non-interactive via --reconfigure LIST / --all. Sections read what they need from .env, so revisiting one in isolation works (e.g. overlays reads OGMA_OWNER_NAME). The chmod step now always runs so pulled-in scripts (bin/backup, bin/restore) become executable. This makes installing a newly-added systemd unit after a git pull a one-liner: bin/setup --reconfigure systemd. New/changed bot commands need no setup at all — the gateway re-registers its Telegram menu on every startup.
