prattle: strip dead Kata config, keep gVisor sandbox runtime master

Kata's runtime-rs wedged the docker daemon on kloe's sandbox flags, so the sandbox uses gVisor (runsc) instead. Drop the kata runtime, its /etc config, and vhost_net (kata-only); keep runsc + the time-namespaces guard (generic; some sandbox runtimes reject the time namespace).
