Phase 4: docker smoke for the check runner + widen /results,/work perms master

Adds a gated (RADIAL_DOCKER_TESTS=1) real-Docker smoke: a trivial local repo, checks [{pass:true-cmd},{fail:false-cmd}], asserting a checkrun record lands in the fake LocalPds with pass:true/fail:false per-check results and the deterministic rkey. Widens the per-run /results and /work bind-mount dirs to 0o777 so the uid-1000 container can write results even when the daemon runs as a different host uid (same rationale as the turn socket dir); both are throwaways under runDir.
