Build authoritative runtime checkpoints and deterministic melee master

Add complete canonical state hashing, checked runtime transactions, StateImage roundtrips and validation, and exact-actor reciprocal melee/death finalization. Preserve deterministic rule and ID boundaries with regression coverage. Verified from an exported index snapshot: core all-target tests, strict core clippy, workspace fmt, and workspace all-target check.
